Preparations Begin for Border Wall Construction DHS spokesman David Lapan told reporters engineers are conducting the tests in El Paso, Texas; Santa Teresa, New Mexico; Calexico and San Diego, California; and in the Rio Grande Valley. The engineers completed testing in El Paso and Calexico, Lapan disclosed. DHS previously classified the San Diego and Rio Grande Valley Sectors as priorities for early development of President Trump’s promised border walls. Seasonal storm forecast doubles number of hurricanes A leading storm season forecast doubled the number of hurricanes expected this year as El Niño hibernates and a region typically quiet until August sees an early muster of tropical systems. Colorado State University is forecasting 15 named storms during the season that runs through November, including eight hurricanes. That’s four more named storms than its original April prediction and twice as many hurricanes.
